Zach Snyder, VP Government Affairs, Quest Analytics
Zach Snyder is Vice President of Government Relations for Quest Analytics®. In this role, he leads the Government Affairs strategy for Quest Analytics, which includes working directly with state and federal regulatory agencies that oversee health plans; advocating for effective regulation of provider network adequacy; and analyzing wide-ranging health policy.
Before working for Quest Analytics, Zach held similar government affairs leadership roles with Regence Blue Cross Blue Shield, The Pew Charitable Trusts, Willamette Dental Group, and the Washington State Dental Association.
In addition to his work with Quest Analytics, Zach is an adjunct instructor at Bellevue College and Bastyr University where he teaches courses on the US healthcare system and legal and regulatory aspects of healthcare.
Zach earned his J.D. and M.P.A. from Seattle University School of Law.
Glen Mulready, Insurance Commissioner, State of Oklahoma
Glen Mulready, a forty-two-year insurance professional, was elected the 13th Oklahoma Insurance Commissioner after receiving 62 percent of the vote statewide. He was sworn into office on January 14, 2019.
Glen is a recognized leader, champion of the consumer, and a private sector businessman who has earned a reputation as an informed industry expert. Starting as a broker in 1984, Glen rose to serve at the executive level of the two largest health insurance companies in Oklahoma. In 2007, he joined Benefit Plan Strategies, a company helping businesses provide employee benefits and health insurance to their employees.
Glen has served as President of both the Tulsa and Oklahoma State Health Underwriters Associations and has been named State Health Underwriter of the Year.
In 2010, Glen successfully ran for state representative and quickly became the point person for the House of Representatives on insurance issues and was appointed chairman of the Insurance Committee after the 2014 elections. He sponsored significant legislation including the nationally recognized Insurance Business Transfer Act.
Glen’s many successes led to him being tapped for the leadership position of Majority Floor Leader in 2017.
Glen and Sally, his wife of 37 years, are the proud parents of three sons, Sam, Jake and Will. In 2008, Glen and Sally were the recipients of Leadership Tulsa’s Paragon Award for their work with Big Brothers Big Sisters. Glen is very active in the community having served on numerous boards and committees.
Jeff Wu, Deputy Director for Policy, CCIIO
Jeff Wu is the Deputy Director for Policy in CCIIO, where he leads the center’s work promulgating policy and regulations for many of the Affordable Care Act’s health insurance reforms, including the Health Insurance Marketplaces (including SHOP), the premium stabilization programs, advance payments of the premium tax credit and cost-sharing reductions, the CO-OP program, regulation of qualified health plans, and eligibility and enrollment standards. He oversees the center’s communications, stakeholder outreach, and data analysis work, and serves as a member of the center’s senior leadership team. He previously served in various policy positions at CCIIO, as an attorney at the law firm of Covington & Burling LLP, and as a management consultant with Oliver, Wyman & Company. He received an A.B. in economics from Harvard College, a J.D. from Stanford Law School, and an M.B.A. from Stanford Business School.
Lina Choudhry Rashid, Senior Policy Advisor, CCIIO
Lina Rashid currently serves as the Senior Policy Advisor for the Deputy Director of the Center for Consumer Information and Insurance Oversight (CCIIO) where she assists with expanding Americans’ access to health coverage through the Affordable Care Act (ACA). She has supported implementation of the ACA in a variety of roles across government while working with advocates, tribes, stakeholders, and states. In that role she leads technical assistance efforts for the Section 1332 State Innovation Waiver Program. She has served in various roles at HHS related to establishment of exchanges, assister programs, and on external outreach. Before joining HHS, she served in Congress as a Legislative Assistant for members of Congress from Minnesota and Pennsylvania. Lina received a B.S. in Psychology from the University of Pittsburgh and a Master’s Degree in Health Management from Duquesne University.
