Webinar: Navigating the Latest Texas Network Adequacy Requirements and Regulatory Shifts in Network Strategy

Health plans operating in Texas are facing a new era of regulatory requirements. With the passage of House Bill 3359, the Texas Department of Insurance (TDI) has introduced some of the most stringent network adequacy requirements in the country — specifically around commercial plans. These changes are reshaping how health plans must design, monitor, and report on their provider networks.

In this webinar, we’ll break down what these new requirements mean for your organization and how to stay ahead of compliance risks. You’ll hear directly from a former Texas regulator who will explain the intent behind the legislation, the specific standards being enforced, and what best practices health plans should be implementing today to meet them.

We’ll also be joined by a regulatory expert from Quest Analytics, who will demonstrate how automated solutions can help streamline compliance, reduce manual effort, and improve accuracy. Stephanie Stephens

Former Texas Regulator, Stephens Consulting, LLC

Stephanie Stephens has over 20 years of experience in government health and human services policy, finance, and operations. She recently formed Stephens Consulting Group after serving as the Texas Medicaid Director. Through Stephens Consulting Group, she partners with clients locally and nationally on strategy, research and analysis, and business development.

From May 2020 through June 2023, Stephanie was the Chief Officer with responsibility for Texas Medicaid and CHIP policy, quality, managed care service delivery, program operations, and clinical oversight. She led a program serving nearly six million members with an annual budget exceeding $40 billion.
 
As Texas Medicaid Director, her accomplishments included advancing value-based care strategy; strengthening the managed care model; enhancing critical services to improve women’s health, behavioral health, long-term services and supports, and care for children with complex medical needs; leading program and staff through COVID-19 response; and helping negotiate federal approval of 10-year 1115 waiver. She was also proud to participate in the 2021 Class of the Medicaid Leadership Institute directed by the Center for Health Care Strategies.

Zach Snyder

JD, MPA, VP Government Affairs, Quest Analytics

Zach Snyder is Vice President of Government Relations for Quest Analytics®. In this role, he leads the Government Affairs strategy for Quest Analytics, which includes working directly with state and federal regulatory agencies that oversee health plans; advocating for effective regulation of provider network adequacy; and analyzing wide-ranging health policy.

Before working for Quest Analytics, Zach held similar government affairs leadership roles with Regence Blue Cross Blue Shield, The Pew Charitable Trusts, Willamette Dental Group, and the Washington State Dental Association.

In addition to his work with Quest Analytics, Zach is an adjunct instructor at Bellevue College and Bastyr University where he teaches courses on the US healthcare system and legal and regulatory aspects of healthcare.

Zach earned his J.D. and M.P.A. from Seattle University School of Law.
